Anecdotal evidence indicates that 200 cruisers were considered a modest fleet, but its ultimate loss did not cripple the Republic navy of that time. The Thrawn Trilogy makes numerous mentions of the Dark Force-a fleet of 200 Dreadnaught-class heavy cruisers, which were launched some time before the clone wars. The following is my personal opinion, grounded in obscure lore but not otherwise confirmed (nor denied!) elsewhere.
There exists an opinion that the Republic did not have anything resembling a military before the Clones popped up out of no-where, but if you follow this track, I don't think the Kaminoans or Kuat Drive Yards could pull close to two hundred thousand ships out of no-where. It is a lot harder to come up with numbers for the clone wars, and any estimations will depend on which sources you believe and how much creative license you are willing to tolerate. If we take Thrawn's Sluis Van fleet as a general point of reference, we can argue that for 25k ISDs, there would be AT LEAST 150+ thousand light-medium weight cruisers in the imperial military.
